There is one dress everyone will remember, black and strapless, with a sassy sequined flounce at the bodice and a gloriously full, swishy skirt. It is the dress that Lady Diana Spencer thought was so grown-up and just right for her first official engagement after it was announced that she would marry Prince Charles.

But when photographs emerged of the then 19-year-old Diana emerging from a limousine at a March, 1981 charity event — all creamy shoulders and ample decolletage — there was a minor scandal over the revealing cut. According to Elizabeth Emanuel, who designed the ball gown with her husband David, they didn’t realize the furor the dress would cause.

“She just looked fantastic. At that time, she was curvy. Not fat in any way, but she had cleavage — we love cleavage. And she looked great in this dress,” Emanuel said in an interview Friday. “We in no way expected there to be such a reaction. And I think from that moment on, Diana became a fashion icon.”

The dress had been missing for years until David Emanuel recently discovered it in a plastic bag at his home. Along with other garments worn by Diana and designed by the Emanuels, it is to be auctioned off June 8 in a sale that includes the silk chiffon blouse chosen for the Princess of Wales’ official engagement portrait by Lord Snowdon, and the calico prototype used to fit her famous ivory wedding gown.

Prince Charles reportedly didn’t like the ball gown she wore to the charity event, because he thought black was for people in mourning. Diana thought it was tres chic, and anyway, she had nothing else to wear.

“She was unsophisticated at that point, and when I look at the wedding dress and the black ballgown I can see a young girl’s dream of the ultimate party dress or romantic dress,” said auctioneer Kerry Taylor, whose eponymous firm is handling the sale. “So there’s an innocence about these early pieces.

“Later on she became very svelte, very sophisticated, very elegant,” Taylor said. “But here we see just a very beautiful, innocent young girl, and the clothes reflect that.”

For the editors of Britain’s voracious press, the dress — and the snaps of Diana in it — would kick off a long love affair with the princess.

“Up until that point, they’d seen her as a floppy-haired puppy,” said Christopher Wilson, a seasoned observer who has written extensively on the royals. “And that’s the moment Fleet Street fell in love with her.

“It all stretches back to that one picture.”

Taylor and Elizabeth Emanuel are hopeful the collection will go to a museum — the black dress is expected to fetch between 30,000 and 50,000 pounds ($44,000 to $73,000) and the prototype of the wedding dress between 8,000 and 12,000 pounds ($12,000 to $17,000) — but understand that Diana’s legacy means there’s a strong chance a private collector may snap up the garments.

Despite the reaction to her ball gown, Diana liked it enough to ask the Emanuels to take it in when it became too large for her, as she was constantly losing weight. In the months leading up to her wedding, Diana’s waist dropped from 26 to 24 inches, and the Emanuels decided it would be easier to just make her a new, smaller version of the dress. Elizabeth Emanuel said she doesn’t know what happened to the second version.

The collection up for sale includes sketches, notes, invoices — one shows Diana’s mother paid 1,000 guineas for the wedding party’s dresses, which was the equivalent of 1,050 pounds — and even the handbag that Elizabeth Emanuel carried to the wedding at St. Paul’s Cathedral on July 29, 1981. It still has the smelling salts the designer brought along in case her famous client felt faint. (She didn’t, Emanuel said, describing Diana as the epitome of calm.)

“Diana was just fantastic. From the moment we first met her, she was just like a regular client. She was lovely, down-to-earth, very sweet, very calm, and very friendly. She made a point of meeting everybody in the work room and she was just so easy to get on with,” Emanuel said. “We had so much fun.”

My Take: Everybody has one piece of clothing that is special to them. But I do not believe that this dress was Princess Diana’s favorite. It is a favorite of her fans. Why is it that when someone is loved so much by millions of people, they are put up on a pedestal as if they were perfect? Google and Facebook Facing Inquiries on Privacy Practices

The head of the House Judiciary Committee is asking Google and Facebook to cooperate with any government inquiries into privacy practices at both companies. In fact, Michigan Democrat John Conyers sent letters to Google and Facebook on May 28^th amid mounting concern in Congress that the two online companies are not adequately protecting personal privacy on the Internet.

Facebook has come under fire for sharing user information with a handful of other online services as part of its new “instant personalization” program, which is intended to let Facebook members share their interests in everything from music to restaurants with others in their social network. The program draws information from a member’s profile to customize several other sites, including the music service Pandora.

Facebook simplified its privacy controls this week in response to the backlash among users. As part of the changes, it added a tool to make it easier for members to turn off the instant personalization service.

Conyers asked Facebook on May 28 to provide details about its sharing of member information with third parties and about its privacy policies. Several privacy watchdog groups, including the Electronic Privacy Information Center, have already filed a complaint against Facebook with the Federal Trade Commission. The FTC has been reviewing the privacy policies of Facebook and other social networks.

Facebook spokesman Andrew Noyes said the company looks forward to meeting with Conyers’ staff to explain its privacy practices and policies.

Conyers stopped short of saying the Judiciary Committee will begin its own investigations into Facebook and Google.

Google recently admitted that it had sucked up fragments of e-mails, Web surfing behavior and other online activities over public Wi-Fi networks in more than 30 countries while it was photographing neighborhoods for its “Street View” mapping feature. The company said it discovered the problem following an inquiry by German regulators.

Conyers is asking Google to retain the data collected by its Street View cars along with related records until any federal and state inquiries are complete. At least two House members, Rep. Joe Barton, R-Texas, and Rep. Edward Markey, D-Mass., have already asked the FTC to look into the matter and are seeking more information from Google about the incident.

Google already has hired a security consulting firm, iSEC partners, to make an encrypted copy of all the U.S. data collected by Street View to ensure the information is preserved, according to records in a federal lawsuit filed against the company in Portland, Ore. The judge overseeing that case has ordered Google to retain the data.

However, it is unknown at this time whether the FTC is investigating Google or not.

My Take: All I can say is these companies should have been better prepared. They both are working Internet and should have known that the Internet can be dangerous because of hackers. They should’ve been using network security software to prevent this type of thing. I am sure that they will hire managed security services to prevent this from happening again if they can’t do it themselves.

Twins Charged with Killing Mother

The mother of rebellious teens who increasingly challenged her on issues of dating, cell phone use and even going to school was described as a “loving and open” mother. Her name was Jarmecca and “Nikki” Whitehead.

The 16-year-old twins, Tasmiyah, “Tas,” and Jasmiyah, “Jas,” had at one time been “A” students, involved in Girl Scouts and the performing arts at their Georgia high school. But 18 months ago, they reportedly became so violent and hard to handle that they temporarily moved in with their elderly great-grandmother.

Now they’re locked up, accused of murdering their mother, a beautician who had recently gone back to school to study fashion design.

Whitehead was found dead in her Conyers, Georgia, house in a pool of blood Jan. 14, brutally beaten and stabbed. Just one week before the murder the twins had returned home, but their mother had called police three times to rein in her out-of-control twins.

Now friends say they are not surprised.

“Do I think they were capable of doing it?” said Petrina Sims, owner of Decatur’s Simply Unique salon, where Whitehead worked until her death. “I was hoping not, but after all she had gone through, it was like you almost knew it was them.”

Apparently police thought so too, arresting the girls May 21 after connecting them to the brutal murder of their 34-year-old mother.

The girls face charges of malicious murder, felony murder and aggravated assault, which can carry a life sentence without parole. Prosecutors cannot ask for the death penalty because juveniles are barred from capital punishment in Georgia.

“There was a point soon after the murder when a lot of people became suspicious of the two girls,” Police Chief Eugene Wilson told the Atlanta Journal-Constitution.

The twins have denied killing their mother, telling police that they discovered her body when they came home from school. One of the girls hailed a sheriff’s deputy, who had been serving a warrant in an unrelated case in the neighborhood.

The number of young children who kill is small, but edging up after reaching an all-time high a decade ago.

The murder arrest rate in 2008 was 3.8 arrests per 100,000 juveniles ages 10 through 17. This was 17% more than the 2004 low of 3.3% and three-quarters less than the 1993 peak of 14.4%, according the Office of Juvenile Justice and Delinquency Prevention.

The Whitehead slaying has unsettled this middle-class community of about 80,000 people, just 30 miles outside Atlanta. The last violent crime in Conyers was a 1999 shooting at its Heritage High School, according to Rockdale County District Attorney Richard Reed. Six students were injured in a copycat shooting one month after the massacre at Columbine High School in Colorado.

When the girls became suspects, police literally “beat the bushes” with batons in the Whitehead’s subdivision, searching for a weapon, according to ABC’s affiliate WSB-TV.

Police have gathered evidence that was tested at the GBI crime labs to see if it will help link the girls to their mother’s death.

“Some of that evidence is tested and some testing is ongoing,” said Reed.

He confirmed that Whitehead and her daughters had a tempestuous relationship.

“There were extreme differences between the mom and the girls and there was a lot of emotion and a lot of drama and anger that the girls had directed toward their mom,” said Reed.

Whitehead Twins Charged With Murder Held Separately

Rockdale County public defender Thomas Owen Humphries, who is representing Jas, told the Atlanta Journal-Constitution, “I’ve got my work cut out for me.”

The girls are being held in youth detention centers in two different counties without bond to “keep them from comparing notes,” said Humprhies.

The girls had a history of conflict with their mother, according to Whitehead’s friend and colleague of 15 years. Their father lived in Jamaica and was not a presence in their lives.

“It took its toll on Nikki,” said Sims. “She was a stranger to no one, real sweet. She was a very loving person and not a confrontational person. Any time there was a problem, she would try to bring about a resolution and didn’t even hold a grudge. She was always trying to reach across the board to reconcile.”

“She was always talking about problems with the girls acting out,” said Sims. “They were not wild all the time. They were real amenable girls, involved in ballet, playing instruments and in the performing arts. She had them involved. But they began to rebel and tried to jump on her and got away. The police apprehended the girls and took them to juvenile.”

But in 2008, Whitehead had a confrontation with the twins. “The girls wanted to go somewhere and she said they couldn’t go, and they tried to jump her,” said Sims. “And it wasn’t the first attempt.”

Whitehead called the police. “In spite of that, Nikki still loved those girls,” she said.

The girls ended up in juvenile court and Whitehead’s grandmother, who was more lax about discipline, was given primary custody.

“They liked being with her because they were able to do what they wanted to do,” said Sims. “At first, they weren’t violent, you would have thought they were typical teenagers. But after they were taken out of the home, the case turned. They were unruly and began to tell lies.”

Friends reported that the girls stole money from their family and their great-grandmother, who even had a dead-bolt on her bedroom door.

Over the course of the last year Whitehead had “tried back and forth with the court and with her whole heart” to get her daughters back, but to no avail.

Just a week before the murder, a judge gave Whitehead back custody of her daughters and she pledged to make a clean start. But more defiance ensued at the salon and in their home — over respecting others, sitting down for meals and even going to school.

Whitehead suspected that the girls may be up to something, according to Sims. “She was afraid of them, but I don’t think she knew they would kill her,” said Sims.

My Take: I have something may have happened to these twins before the shit hit the proverbial fan. It does not seem natural for someone who was well behaved and getting good grades to suddenly become violent. It sounds like these girls at one time were more into True Religion jeans than violence.

In this case, it would be interesting to find out why the girls are into Mek denim jeans. The reason I say this is because these girls should be playing PlayStation 3 fighting games and it should be the only violence and should be involved in.

In fact, some psychiatrists or psychologists believe that these type of games actually believes stress and frustrations. Parents of 7 autistic students have agreed to a $5 million settlement of their federal lawsuit after accusing their teacher in a northeastern Pennsylvania classroom of abuse.

Former special education teacher, Susan Wzorek, pleaded no contest to reckless endangerment and spent six weeks in prison in 2005 after prosecutors alleged she subjected her students to a range of abuse, from hitting them, pulling their hair and stomping on their feet to strapping them to chairs with duct tape and bungee cords.

“Her teaching tools were fear, intimidation and physical assault,” said the plaintiffs’ attorney, Larry Moran.

The students were between 5 and 11 years old at the time of the abuse. Their families filed a federal lawsuit against Wzorek and her superiors, alleging they knew about the abuse but took steps to cover it up.

The settlement, which U.S. District Judge A. Richard Caputo approved the evening of May 27, does not require the defendants to admit wrongdoing.

Wzorek worked at Clarks Summit Elementary School in the Abington Heights School District but was employed by Northeastern Educational Intermediate Unit 19, an education agency that provides services to public school districts in the area.

“We believe that the (education agency) acted promptly and appropriately under the circumstances. Nevertheless, settlement is best for all concerned,” said John Freund III, who represented some of the defendants.

Wzorek’s criminal attorney has said she never intentionally harmed any student and alleged that she was not provided with adequate training, guidance or support.

At issue was Wzorek’s conduct from 2001 to 2003, when, the suit said, she regularly used abusive and illegal techniques to discipline her students.

In one incident, Wzorek twice slapped a child across the face, giving her a fat lip, then told the girl’s mother that she had injured herself by falling, the suit alleged. Months later, when two teaching assistants confronted Wzorek about the abuse, Wzorek replied, “I know, but I don’t know how to stop,” according to the suit.

The assistants reported Wzorek to her bosses at Northeastern Educational Intermediate Unit 19. But the officials conducted no meaningful investigation, failed to report the abuse to police, and merely shuttled the abusive teacher to a neighboring school district, the suit said.

The principal at Clarks Summit even accused the teaching assistants of “breaking a silent code,” similar to the code among police officers, the suit said.

Police began investigating after the parent of a 10-year-old boy reported that she believed her son had been the victim of physical abuse. Teaching aides later told investigators that Wzorek had dragged the boy across the room, pulled his hair and used duct tape to restrain him using a chair designed to provide muscular support for children with physical disabilities.

The chairs are not meant to be used to discipline students, and none of Wzorek’s students had a handicap that would have required their use, prosecutors said. Many of the children were nonverbal and used picture cards to communicate.

Wzorek, who worked with disabled students for decades, was stripped of her state teaching certification following her arrest.

The suit named Wzorek; the school district; the education agency; Fred Rosetti, the agency’s executive director; and Clarence Lamanna, the agency’s director of special education.

Moran said the abuse had a devastating effect on the students, who in some cases might never develop proper communication and social skills.

“One of the real diabolical aspects of this case was (they) literally could not complain to anyone,” he said. “They are very badly scarred.”

A civil trial had been scheduled to begin last month in Scranton, but was put off when the parties agreed to settle. The settlement is the largest in Pennsylvania history related to special education programs and among the top five nationwide, Moran said

He said he hopes the case sends a signal that abuse of disabled children will not be tolerated and that “all educators have an important duty and responsibility to accommodate and properly educate all children, especially children with disabilities, and absolutely refrain from the use of illegal restraints and corporal punishment.”

The Government Accountability Office reported last year that it found hundreds of cases of abuse of special education students around the country stemming from the improper use of restraints and seclusion.

Trust funds will be set up for each child with the money from the settlement, less attorneys’ fees and court costs. According to Moran, the defendants’ insurance carrier will pay the full amount with individual amounts ranging from $400,000 to $1.25 million.

My Take: What don’t understand is if the children were being abused wouldn’t they have fought not to go to school? I’ve been around some autistic kids and they can be very determined about some things. One of those things is wanting not to do something that causes them pain. Hospital Sued Over Diseased Transplant

On May 28, jurors found that a prominent organ transplant hospital was not to be held responsible for the death of a man who received a kidney from a donor that was riddled with urine cancer unknowingly.

The Queens jury found for NYU Langone Medical Center on May 28 in the medical malpractice case surrounding Vincent Liew’s 2002 death, said the hospital’s lawyer, Robert Elliott. Experts have said it may be the only case of uterine cancer being transmitted by transplant, though the hospital has suggested Liew died of another form of cancer derived from the transplant.

Attorneys for Liew’s widow, Kimberly, who had sued seeking more than $3 million in damages, didn’t immediately return a call.

The hospital had argued that after belatedly learning about the cancer, its doctors did their best to assess the unusual situation and give Liew good advice.

“This was a tragic result for all parties, and we want to once again extend our deepest sympathies to the Liew family,” the hospital said in a statement. “Unfortunately, in this case, the outcome of the transplant could not have been predicted or even imagined by our transplant team.”

Liew, a 37-year-old diabetic who had been on dialysis for four years, got a kidney transplant on Feb. 25, 2002. The donor had died of a stroke, and Liew’s surgeon, Dr. Thomas Diflo, didn’t learn about her cancer until about six weeks after the transplant.

Liew decided to keep the kidney after Diflo concluded there was only a slim chance he’d be sickened by the feminine cancer. He ultimately had the kidney removed in August 2002 but died the next month of a cancer his autopsy said came from the donor.

His widow said the hospital should have urged him to have the organ removed immediately.

One of her lawyers, Daniel Buttafuoco, told jurors Thursday that the hospital took “a huge risk with Vincent Liew’s life.”

The hospital said it advised Liew there was a risk, respected his choice and aggressively monitored the kidney for signs of cancer. Repeated tests found nothing, though his cancer became apparent after the organ was removed.

NYU acknowledged the malignancy derived from the transplant and caused his death, but a cancer expert who reviewed Liew’s records on the hospital’s behalf said he believed Liew suffered from a type of immune-system cancer that sometimes afflicts transplant patients. Another cancer specialist, who reviewed the records for Liew’s widow, concluded Liew’s disease was indeed uterine cancer.

Liew, originally from Singapore, worked in the Hong Kong Economic and Trade Office in New York.

NYU Langone is one of the country’s busiest transplant hospitals, having performed more than 1,300 liver and kidney transplants during the last 21 years, according to its website.

According to federal Centers for Disease Control and Prevention about 1% of all US organ transplants are suspected of transmitting illnesses, however the data is sparse on information about this.

My Take: You would think that they would have more information on this type of occurrence. They are so strict on who can be a donor and who gets an organ, why don’t they have a secondary way of checking the organ or donor to make sure that both are healthy. That 1% may be acceptable to the CDC, but I don’t think its good enough.

When you first open the new privacy settings page, your current privacy settings will appear; you won’t be automatically switched to the recommended settings.

Controls Let You Share With Friends Only, Friends of Friends or Everyone

Users simply click one button (”Everyone,” “Friends of Friends” or “Friends Only”) in the left column to restrict or open all their information to those groups. They can also choose to make certain types of information open to certain groups, as per the recommended settings you see above.

My Take: I am one of the very few who does not use Facebook. I prefer to talk to my friends face-to-face or over the telephone. What I don’t understand, is why Facebook didn’t have all of these controls to begin with? That would be like having a NYC computer networking system and no remote backup. That would mean if you had a problem with your system you would have to pay for hard drive recovery, which can be expensive. If he had the remote backup you may only need computer service NYC. Then again, nobody said these guys were intelligent, just smart.

The CEO of Facebook is one of the CEO jobs I would not want, at least not in recent times. He has had a lot of problems come down on his head slightly. I bet his business answering service has been bogged down a lot lately.

But, like I said, I do not use Facebook because I prefer a more personal touch when communicating with friends and family. Unfortunately, it is a sign of the times and eventually snail mail will be only used for packages an e-mail will be used for everything else. The day is just around the corner when a person will get an e-mail saying “You’re Fired” instead of the boss looking them in the face and saying it.

The House of Representatives voted by a 234-194 margin late Thursday, May 27, to repeal the controversial “don’t ask, don’t tell” policy toward gays in the military. President Obama said in a statement that he was “pleased” by the House vote.

“This legislation will help make our Armed Forces even stronger and more inclusive by allowing gay and lesbian soldiers to serve honestly and with integrity,” the president said.

The amendment to repeal the controversial policy was offered by Iraq war veteran Rep. Patrick Murphy, D-Pennsylvania, in the House’s version of the defense authorization bill.

“When I served in Baghdad, my team did not care whether a fellow soldier was straight or gay,” Murphy said. “Could they do their job so that everybody in our unit could come home safely. With our military fighting two wars, why on earth would we tell over13,500 able-bodied Americans that their services are not needed.”

Republicans opposed the change, saying that lawmakers should’ve voted after the Department of Defense completed its review to see how the policy would be implemented smoothly.

“This is devastating to the war fighters and the combat infantrymen,” Rep. John Shimkus, R-Illinois, a former Army Ranger, said as the House debated the measure.

Earlier this evening, the Senate Armed Services Committee voted 16-12 on a similar measure, opening the way for a forthcoming Senate vote on whether to repeal the policy.

According to both the House and Senate measures, any repeal of “don’t ask, don’t tell” would take effect only after the completion of a Pentagon Working Group study due Dec. 1, 2010. The almost year-long Pentagon review would detail how the repeal would be implemented and how it would affect service members.

The Senate amendment was approved in a closed session of the Armed Services Committee by 15 Democrats and Republican Sen. Susan Collins of Maine. It was attached to the annual defense policy bill and will be considered by the full Senate later this year.

Lawmakers who oppose repealing the ban and others who oppose repealing it this year would need 60 votes to strip it out. It does not appear that there are 60 votes in the Senate against repealing “don’t ask, don’t tell.”

“I think its frankly a little disrespectful of the people who are serving to move before that survey came in,” said Webb after the vote.

“I think there’s going to be many people on active duty who feel like they’ve been cut out of the process,” said Webb.

Secretary of Defense Robert Gates had initially asked that Congress not begin the legislative process to repeal “don’t ask, don’t tell” until after the Department of Defense review. The Pentagon said Gates changed his mind after he was informed that would not be possible, a sign that Democrats are expecting a substantial loss in their numbers in Congress in November’s mid-term elections.

‘Don’t Ask, Don’t Tell’ Repeal Faces Stiff Republican Resistance

President Obama, Gates and Chairman of the Joint Chiefs of Staff Adm. Mike Mullen sent Congress a signed certification stating that they’ve all considered the recommendations, the Pentagon has prepared the necessary policies and regulations to implement it, and that the new policy is “consistent with the standards of military readiness, military effectiveness, unit cohesion, and recruiting and retention of the armed forces.”

The three had to certify that the change wouldn’t impair the military’s ability to fight.

Republican lawmakers panned President Obama and Democrats for moving forward with the vote.

“We’re saying we’re shoving this down your throat and we don’t care,” Rep. Louie Gohmert, R-Texas, said on the House floor Thursday. “The military is not a social experiment.”

Sen. John McCain, R-Arizona, solicited letters from four service chiefs in the U.S. Army, Air Force, Navy and Marine, opposing a vote on the repeal until the Pentagon review is finished.

Democrats say the amendment gives Pentagon what they were asking for, a review on the policy before it’s actually implemented.

“If you love your country, you ought to be able to serve your country,” Rep. Rob Andrews, D-New Jersey, said on the House floor. “That’s the change we’re talking about today.”

Democrats are getting some resistance from conservative members of their caucus, but in the Senate, where the votes were expected to be harder to get, Sen. Ben Nelson’s support provided a needed boost to the leadership.

Nelson, a conservative Democrat from Nebraska, said he would support the amendment in the bill and felt that the provision allowing the policy to be implemented after the Pentagon’s review ensured that the military would be ready before the ban was lifted.

“In a military which values honesty and integrity, this policy encourages deceit,” he said.

The “don’t ask, don’t tell” policy was implemented in 1993 under President Bill Clinton. It disallows gays and lesbians from openly serving in the U.S. armed forces.

Gay and lesbian rights groups applauded the Senate committee vote, calling it a “historic step.”

“The importance of this vote cannot be overstated — this is the beginning of the end of a shameful ban on open service by lesbian and gay troops that has weakened our national security,” Joe Solmonese, president of Human Rights Campaign, a civil rights organization that advocates for gay and lesbian rights, said in a statement. “The stars are aligning to finally restore honor and integrity to those who serve our country so selflessly.”

But others say the question of when it will actually be implemented still needs to be answered.

Lt. Dan Choi, a 29-year-old openly-gay service member whose discharge is pending, said the compromise is “absolutely not what we’ve been asking for” and that he will not be satisfied until the Pentagon actually implements the policy and lifts the ban.

“I don’t agree that we have to accept compromises when there’s complete injustice,” Choi said. “As far as we’re concerned, we have a responsibility to continue asking, when are you going to fully repeal discrimination, when can soldiers finally tell the truth about who they are and who they love, when is integrity going to be restored, and the question when hasn’t been answered yet so no I’m not satisfied.”

My Take: I think they should repeal the law completely. A soldier’s sex life does not have anything to do with how he performs in battle! And that is not the problem. The problem is that people in the military who are homophobes. Somehow, they have it in their head that they live with and sleep near a homosexual person, it will rub off on them and they will become homosexual. That is the most stupid and idiotic thing I’ve ever heard.

The only difference between homosexuals and heterosexuals is their sexual preference. A gay man would have to eliminate credit debt just like a straight man some day. A straight man who joins a debt relief program will find that a lesbian woman will do the same to resolve credit problems.

Same thing goes with all aspects of life. A homosexual may need to take a defensive driving course for a ticket they received just as a heterosexual would. In fact, I do not believe that any defensive driving program would refuse someone because of their sexual orientation. The only thing I have heard about any homosexual having problems with was a high school student who wanted to wear a tuxedo instead of a formal prom dress. I’m sure you read about it in the newspapers. The result was that she didn’t get to go to were prom because girls are supposed to wear prom dresses were prom.

Of late, Hospital labor relations have resembled that of a thorny rose. Layoffs of 50 or more employees of hospitals reached its highest levels in April. That figure does not include the September 2005 with the hospital shutdowns after hurricane Katrina. The American Medical News reports that mass layoffs continue to impact not only the medical industry but multiple markets and even includes some clinicians that historically have been exempt from layoff.

This month, at least five hospital systems have already announced mass layoffs. Pittsburgh-based West Penn Allegheny Health System has notified the state of Pennsylvania that up to 344 positions are at risk due to its decision to stop providing hospital inpatient and emergency services at Allegheny General Hospital Suburban Campus in Bellevue, reports the Pittsburgh Tribune-Review. Springfield, Mass.-based Sisters of Providence Health System will lay off 135 full-time employees, including more than 60 patient care technicians, at Mercy Medical Center and other local facilities, reports CBS-3 Springfield News. Community Medical Centers in Fresno, Calif., will lay off 150 employees throughout the health system, reports CBS47-TV. According to the Denver Business Journal, Exempla Healthcare in Denver, which is run by Lenexa, Kan.-based Sisters of Charity of Leavenworth Health System, will cut 100 positions, including some patient-care jobs, at Saint Joseph Hospital and other facilities. And Maricopa Integrated Health System in Phoenix has laid off 87 employees as part of a move to trim 145 positions, reports the Arizona Republic.

Given this landscape, hospital executives could be forgiven for assuming that labor is plentiful and compliant. However, nurses are on the brink of becoming an endangered species, reports the Washington Post. Roughly one-third of nurses are at least 50 years old, and 55% expect to retire within 10 years, according to a survey by the Bernard Hodes Group. Nursing programs aren’t churning out graduates fast enough to replace those pending departures (to the tune of a projected 300,000-nurse shortage), says Peter Buerhaus, a professor at Vanderbilt University. Current turnover rates also are problematic. Florida lost three registered nurses for every five the state added over the past two years, and the annual nursing turnover at Florida hospitals averages 15% according to the Florida Center for Nursing, reports the Miami Herald.

Nor are nurses compliant. Fresh off a June 10 one-day strike, some 12,000 nurses in the Minneapolis/St. Paul area will decide on June 21 whether to conduct a full open-ended strike, reports the Star Tribune. (66% of the nurses must vote yes, and the union would have to give the 14 hospitals involved in the stalled contract negotiations at least 10 days notice prior to a second walkout.) However, the union also has expressed a willingness to bend on its demands and has invited the hospitals to resume negotiations on June 22. A judicial order prevented the California Nurses Association (CNA) from participating in the one-day June 10 strike at University of California (UC) medical centers. However, the CNA continues to press its case for better staffing while awaiting a June 18 hearing that will determine whether its nurses can strike legally at UC facilities, reports the Bay Citizen.

Adding to the woes of hospital management, the Pennsylvania Bureau of Unemployment Compensation has decided that the nurses and other staff who earlier this year held a 28-day strike at Temple University Hospital in Philadelphia are eligible for unemployment compensation because the strike was technically a lockout, reports the Philadelphia Inquirer. The decision, which Temple will appeal, states that “unilateral modification of an existing collective bargaining agreement by an employer constitutes a lockout under the law and allows an employee to receive benefits.”

To add to the labor problems, lawsuits over unpaid meal breaks have become the trend for some employees. Hospitals owned by Nashville Tenn.-based HCA Inc., Northeast Methodist Hospital in Live Oak, Texas and Menorah Medical Center in Overland Park, Kansas, have to employees that have filed lawsuits against HCA for requiring them to work during unpaid meal breaks, according to Nashville Business Journal. These employees are seeking class-action status.

My Take: As someone who may need critical care due to a disability, I am glad I do not live in California or Minnesota. It seems that people are going to be contacting Bronx nursing home abuse lawyer if nurses in nursing homes go on strike as well. Patients will not get the care they need. And emergency rooms will be seeing a NYC slip and fall lawyer coming in to see their client.

Nurses on strike will cause a lot of problems in hospitals and clinics in both states. A wrongful death lawyer will probably obtain a few cases because of this, mainly because patients did not have the proper care when needed. I doubt the truck accident lawyers will see an increase in clients, because of this, but some lawyers will.

Many hospitals utilize some form of accounting services and their accounting is going to go crazy. Good accounting services will be able to handle the unusual situation, but others will not. At least nurses don’t need to worry about obtaining tax return preparation accountants at this time a year.

Every summer gas prices go up, this summer is no different. The cost of a gallon of gas is probably going to average about $2.92 between April and September. That will be $.45 higher than last summer’s $2.44 per gallon and even higher than the $2.83 that is the national average according to the Energy Information Administration’s Short-Term Energy and Summer Fuels Outlook.

Oil industry analysts say 46,000-square-mile oil slick in the Gulf of Mexico won’t inevitably affect pump prices in June, although it could interfere with crude prices later this summer if oil deliveries to Gulf coast refineries are disrupted, or if the spill leads to increased drilling restrictions in the Gulf.

Crude prices play the biggest role in determining gas prices: They typically make up between 65% and 70% of the total cost of one gallon of regular gasoline. State and federal taxes contribute about 15% of the cost, distribution and marketing contribute 10%, and refining contributes about 6%.

It’s also a question of supply and demand. Summer weather means people drive more (according to AAA’s annual Memorial Day forecast, 32 million Americans will travel away from home that weekend, with 87% of them driving a vehicle to reach their destination, up 5.8% over 2009), and higher demand for gas leads to higher prices.

Tropical storms can also affect prices because they disrupt distribution channels and drilling conditions.

“Hurricane season has been playing a toll on gasoline prices just since hurricane Katrina,” says Patrick DeHaan, the senior petroleum analyst and lead blogger for GasBuddy.com. “In the last five years we’ve seen a lot of storms that have done quite a bit of damage to the oil industry, so it’s something to keep an eye on now.”

But there are plenty of things drivers can do to reduce how much they spend at the pump this summer. Using cruise control on the highway, babying the engine and driving smartly can all add multiple miles to a single tank of gas–and save hundreds of dollars over a year of driving.

Choosing Wisely

We consulted Gas Buddy’s DeHaan and reports produced by the United States Department of Energy in compiling ways to save this summer. All fuel-economy benefit data and equivalent gasoline savings estimates are from www.fueleconomy.gov. We talked with spokesman Dave Engelman about what the Stuttgart, Germany-based company is doing to improve efficiency in their racecars. Hyde knows why: “We really believe it is being driven by this desire for more fuel-efficient vehicles. Even though gas prices had dipped for awhile, they’re starting to come back up, and people are starting to look for more fuel-efficient vehicles and realizing–whether for financial reasons or environmental reasons or both–the benefit of those.”

Certain types of engines also get better mileage than others. Diesel-powered vehicles offer a fuel-economy benefit of 40% better mileage than gasoline-powered engines. They do cost a bit more up front, but they save money in the long run: the $22,830 Jetta TDI gets a whopping 42 miles to the gallon on the highway and costs less to own over the long run than the base $17,735 Jetta, which gets 30 mpg on the highway ($35,021 over five years, versus $36,220).

Details Matter

After that initial purchase decision, it’s the little things that add up to cheap driving. Shedding ski racks, tow apparatus and old luggage is one of them.

Even the pro racers do it: “We’re spending lots of money trying to reduce the weight everywhere we can, every place that we can,” says Engelman, who heads communications for Porsche’s racing team. It’s one reason why the company developed a unique flywheel system for its 911 GT3 R Hybrid racecar, rather than using a heavier hybrid-battery system. Egypt and the United States and its allies clashed over a push to pressure Israel to scrap any atom bombs it may have during the talks on shoring up the global anti-nuclear arms treaty on May 28th. This has put the arms treaty on the edge of failure.

For a month the 189 signatories of the 1970 nuclear Non-Proliferation Treaty have been meeting in New York in hopes of agreeing on a plan to shore up the troubled pact, which analysts say has been hit by Iran’s and North Korea’s atomic programs and failure by the nuclear powers to disarm.

The latest draft of a final declaration for the NPT review conference calls for U.N. Secretary-General Ban Ki-moon to organize a meeting of all Middle Eastern states in 2012 on how to make the region free of nuclear and other weapons of mass destruction (WMD) as demanded by a 1995 NPT resolution.

The creation of a WMD-free zone would eventually force Israel to abandon any atomic bombs it has. The Jewish state, which like nuclear-armed India and Pakistan never signed the NPT, is presumed to have a sizable nuclear arsenal but neither confirms nor denies it. Israel is not participating in the NPT meeting.

In a radical departure from the previous U.S. administration, President Barack Obama’s negotiators had agreed to join the NPT’s other four official nuclear powers — Britain, France, Russia and China — in backing such a conference while encouraging reluctant Israel to participate.

The five permanent U.N. Security Council members and a group of Arab states led by Egypt are close to a deal that would make the 2012 conference happen, delegates say. But the two sides have reached an impasse on the question of whether Israel should be named in the declaration as a problem state.

The Egyptians insist the declaration must state explicitly that Israel should join the NPT as a non-nuclear weapon state, but the Americans are refusing, diplomats said.

LAST-MINUTE COMPROMISE?

One Western diplomat familiar with the talks described the situation as “not looking too hopeful.”

He said there was a “stark choice for the Arabs — name and shame Israel or have a conference in 2012 to move forward the 1995 promise … toward a WMD-free zone in the Mideast.”

“My bet is their (the Arabs’) short-term political needs will trump their long-term strategic interest,” he said.

Other delegates confirmed the possibility that the NPT review conference would fail to agree on a final declaration because of disagreements on the Middle East question, repeating what happened at the last NPT review conference in 2005.

But diplomats said they hoped the United States and Egypt — the key players in the Middle East negotiations — would strike a last-minute compromise that salvaged the conference.

“We’ve worked so hard for the past month,” one diplomat said. “We’ve got a strong draft that would strengthen all three pillars of the NPT — disarmament, non-proliferation and peaceful use of nuclear energy. It shouldn’t be thrown away.”

Western diplomats said Israel had reluctantly agreed to attend the 2012 conference but only on condition that it not be “named and shamed” in the final declaration.

Iran’s envoy to the U.N. nuclear watchdog, Tehran’s chief delegate, accused the United States of causing the impasse at the NPT talks. Apart from the Middle East WMD-free zone, he said Washington and the other nuclear powers had rejected key demands of Iran and the other non-aligned developing nations.

Ambassador Ali Asghar Soltanieh said those demands were for a precise deadline for nuclear powers to disarm, a call for negotiations on a treaty banning the use of atomic arms, and a pledge from the five nuclear powers not to use atomic bombs on states without them, known as a “negative security assurance.”

My Take: Everybody should be afraid because nobody wants to agree on the nuclear disarmament treaties. This tells me that there’s going to be increased security at airports, train stations and shipyards where cruise ships come into port. It also means that they’re going to have more drug dogs and attack dogs at these locations as well. I read somewhere that these dogs actually go through problem solving dog training courses to be better at what they do.

You also see more metal detectors like the walk through metal detector at airports. Airports are big on metal detection security. More people enter the country through the airports and to any other area. So I guess that makes it logical. What they need is radioactive detectors to detect the uranium they use in atomic bombs.
